RELATING TO THE MORTGAGE RESCUE FRAUD PREVENTION ACT. Requires the office of consumer protection to educate consumers about fraudulent activities that may be committed against homeowners who face property foreclosures, liens, or encumbrances, as appropriate. Establishes criminal penalties and a mandatory fine for certain violations of the mortgage rescue fraud prevention act. (SD1)

RELATING TO MORTGAGE SERVICERS. Requires every mortgage servicer who provides loan modification services that would require licensure as a mortgage loan originator to be licensed as a mortgage loan originator in addition to being licensed as a mortgage servicer. Authorizes the commissioner of financial institutions to require all mortgage servicers to register with the Nationwide Mortgage Licensing System. Clarifies the portion of administrative fines collected for violations of chapter 454M, Hawaii Revised Statutes, to be deposited into the mortgage foreclosure dispute resolution special fund. (SD1)

Updates voter registration laws, including authorizing the acceptance of electronic applications to register to vote and the development of an online voter registration system that will cross-check the contents of the application with data associated with previously issued government identification. RELATING TO THE REAPPORTIONMENT COMMISSION. Places the reapportionment commission within the office of elections for administrative purposes. Directs the chief election officer to request an appropriation from the general fund to support the commission, to be effective in the year in which the commission is constituted. Effective 07/01/50. RELATING TO THE AUDITOR. Allows the diminishment of the auditor's salary during the auditor's term of office by general law applicable to all salaried officers.

RELATING TO THE PRETAX TRANSPORTATION BENEFIT. Allows the chief executive of certain jurisdictions of the State, including the counties, to establish a wage and salary reduction benefit program which qualifies as a pretax transportation benefit program within the meaning of section 132 of the Internal Revenue Code. Authorizes the chief executive to enter into all contracts necessary to establish, administer, and maintain such a program. (HB2254 HD1)

RELATING TO DEBT COLLECTION. Allows the Attorney General to assume the collection of accounts delinquent for more than ninety days for executive departments, except for the department of taxation and University of Hawaii. Establishes a civil recoveries fund into which shall be deposited an unspecified percentage of any moneys collected by the attorney general for any executive department that has turned over delinquent accounts for collection. Allows the heads of executive departments to contract with a collection agency to collect on delinquent accounts. Effective 07/01/30. (SD1)

Authorizes the Department of Labor and Industrial Relations to provide notice of hearings pursuant to chapter 91, Hawaii Revised Statutes, by written notice of hearing by first class mail, rather than registered or certified mail with return receipt. Authorizes the department to provide notice of hearing by publication if a party's address cannot be ascertained. (SD1)

RELATING TO LABOR. Directs the Department of Labor and Industrial Relations to establish a state-funded training program to expand the workforce investment activities administered by the DLIR under the federal Workforce Investment Act. Allows Employment and Training Fund moneys to be used for a period of one year for costs to administer, manage, report, and oversee Title I programs funded under the federal Workforce Investment Act of 1998 for which insufficient federal funds were allocated. Makes an appropriation. Provides for the adoption of rules. Effective July 1, 2030. (HB2655 HD2)

RELATING TO AN AUTOMATED VICTIM NOTIFICATION SYSTEM. Codifies the statewide automated victim information and notification system and establishes an automated victim notification system special fund. Effective 07/01/2050. (SD1)

Directs the Director of the Department of Transportation to select a statewide driver's license reciprocity committee to evaluate foreign countries' requests for driver's license reciprocity to ensure the standards of the foreign countries' driver's license testing is equivalent to those of Hawaii. RELATING TO THE ZIPPER LANE. Requires the Department of Transportation to conduct a feasibility study on the extension of the zipper lane westward from Waipahu toward Kapolei, west of the Kunia on-ramp. Requires the Department of Transportation to submit a report to the Legislature no later than twenty days prior to the convening of the Regular Session of 2014. Appropriates funds for the study.
