MAKING AN APPROPRIATION FOR THE CONSTRUCTION OF A VAPOR HEAT TREATMENT FACILITY. Appropriates general fund moneys for the construction of a vapor heat treatment facility by the agribusiness development corporation on the island of Hawaii at a location to be determined by the corporation.

RELATING TO CONTRACTS. Shortens the time by which subcontractors are to receive progress and final payments from contractors on government and private construction projects. Provides interest penalties for late payments. Effective 07/01/2050. (SD1)

RELATING TO PUBLIC SCHOOL FACILITIES. Establishes the school facilities special fund. Requires that income generated by the public land development corporation from public school lands and facilities be deposited into the school facilities special fund for the purposes of new construction, upgrades, and retrofit and upgrade of public school facilities. RELATING TO ENVIRONMENTAL PROTECTION. Requires businesses in the State to collect a fee for single-use checkout bags provided to a customer. Allows businesses to keep twenty per cent of the fees for the first year of the program and ten per cent of the fees thereafter, subject to income and general excises taxes. Requires fees to be collected on single-use checkout bags not prohibited by county ordinance. Deposits all fees into a special account in the environmental management special fund. Requires first $800,000 of all fees collected to be expended by DOH for costs relating to administrative, education, audit, compliance, and enforcement activities associated with the fee. Requires any remaining fees collected to be deposited in the environmental response revolving fund and the natural area reserve fund. Requires reports to the legislature. (SD1)

RELATING TO HEALTH. Establishes presumptive medicaid eligibility for waitlisted patients. Appropriates funds for reimbursements for services provided during the time that waitlisted patients are enrolled and later disenrolled due to determination of ineligibility. Takes effect 7/1/2012. RELATING TO THE SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM. Appropriates funds to the department of human services to respond to the United States Department of Agriculture's mandate to amend supplemental nutrition assistance program eligibility requirements. (SD1)

RELATING TO HEALTH. Appropriates funds for the 2012-2013 fiscal year to increase the payments for physician services to medicaid-eligible persons, including fee-for-service, QUEST provider services, and QUEST expanded access program up to a certain per cent of the current medicare rate. Requires the department of human services (DHS) to report to the legislature (1) baseline medicaid and additional funds needed for fiscal years 2013-2014 and 2014‑2015, and (2) funding required to continue increased payments for physician services to medicaid-eligible persons. Requires DHS to seek an appropriation in an amount equal to at least the amount appropriated in 2012-2013 for additional payments for physician services during the 2013-2015 fiscal biennium.

RELATING TO HUMAN TRAFFICKING. Requires the department of the attorney general to establish a working group to coordinate services for survivors of human trafficking in new and existing communities. Requires and appropriates funds for the homeless programs office of the department of human services to establish designated safe areas for homeless persons to live until permanent housing becomes available. Requires the homeless programs office to establish rules and a code of conduct for the designated safe areas. Requires partnership with nonprofit and community service organizations and coordination with state and county law enforcement officials for the safety of individuals residing in the designated safe areas. RELATING TO ORAL HEALTH. Requires the department of health to educate the public about issues that affect children's oral health. Authorizes the department of human services to determine the fees payable to dentists who provide dental services to QUEST and the QUEST expanded access program participants. Appropriates funds to increase payments for dental services to QUEST and the QUEST expanded access program participants. Establishes an electronic system to track data relating to children's dental health. (SD1)

RELATING TO THE EMERGENCY AND BUDGET RESERVE FUND. Appropriates moneys from the emergency and budget reserve fund to maintain funding levels of programs for public health, safety, welfare, and education. (SD1)

RELATING TO PUBLIC ASSISTANCE PROGRAMS. Allows the department of human services to draw from other funds appropriated to the department in the event the general assistance appropriation is insufficient to meet general assistance benefits programs. (SD1)

Requires the adult mental health division of the department of health to provide services to people with a qualifying diagnosis, including services that are not covered by an insurance policy held by or for the benefit of the individual who seeks services. Allows the department of health to bill and receive reimbursement from an insurer for treatment services rendered by the State pursuant to chapter 334, HRS. Appropriates funds for the department of health to cover additional services. (SD1)

Clarifies provisions that negotiations relating to contributions to the Hawaii employer-union health benefits trust fund shall be to agree upon amounts that the State and counties shall contribute toward the payment of costs for a health benefits plan and group life insurance benefits for active public employees; clarifies that a decision of an arbitration panel shall be final. RELATING TO THE HAWAII PAROLING AUTHORITY. Adds two part-time members of the Hawaii paroling authority for a total of four part-time members. Requires the governor to establish the salaries of the chair of the Hawaii paroling authority. Appropriates funds for the increase in salary and additional equipment needs. (SD1)

RELATING TO COMMUNITY DEVELOPMENT. Transfers the management responsibilities and development rights of the stadium authority for certain parcels of land to the public land development corporation. (SD1)
