RELATING TO CHARTER SCHOOLS.
Establishes a new chapter governing charter schools based on the recommendations of the charter school governance, accountability, and authority task force established by Act 130, Session Laws of Hawaii 2011, effective 7/1/2013.  Repeals chapter 302B, HRS, on 7/1/2013.  Makes housekeeping amendments.  Authorizes use of charter schools account funds to hire implementation and transition coordinator and for other purposes, effective upon approval date of Act.  (SD1)

RELATING TO THE STATE EDUCATIONAL FACILITIES IMPROVEMENT SPECIAL FUND.
Requires the budget and supplemental budget submitted pursuant to sections 37-71 and 37-72, Hawaii Revised Statutes, to include financial requirements for general funds or general obligation bonds for projects authorized by the state educational facilities improvement special fund.  Effective 7/1/2050.  (SD1)

RELATING TO INSTRUCTIONAL TIME.
Requires the department of education to devise four bell schedules for elementary, middle, and high schools to standardize instructional periods across all schools, with the exception of charter schools and multi-track public schools.  Requires each school to choose one of the available bell schedules for each grade level.  Amends the definition of "student instructional hours" for elementary and secondary schools.  (SD1)

RELATING TO EDUCATION.
Requires, beginning with contracts negotiated for the contract period beginning July 1, 2013, that teachers be employed by the department of education for three years before being eligible for tenure.  Provides the department the directive, means and flexibility to establish a performance management system that cultivates and supports highly effective educators and that implements our State's race to the top commitments.  Effective July 1, 2050.  (SD1)

RELATING TO STATE LIBRARIES.
Requires the head librarian of each library branch in the Hawaii state public library system, with the approval of the state librarian, to issue licenses, revocable permits, concessions, or rights of entry for the use of facilities and grounds of that library branch to the Friends of the Library of Hawaii and any 501(c)(3) corporation that exists for the purpose of supporting a library within the Hawaii State Public Library System.  Effective 6/1/2030.  (SD1)

RELATING TO SUSTAINABILITY.
Increases the amount of the per-barrel allocation of the barrel tax to the energy security special fund and the agricultural development and food security special fund from 15 cents to 45 cents.  Renames the Hawaii economic development task force the Hawaii food and energy security council and extends the sunset date of the council to June 30, 2014.  Extends the repeal date of certain amendments to the barrel tax to June 30, 2017.  Appropriates funds from the energy security special fund and the agricultural development and food security special fund to DBEDT and DOA, respectively.  (SD1)

RELATING TO COURT FEES.
Increases fees for service of civil process.  Repeals authority of the sheriff or police chief to retain a percentage of service of process fees or expenses from salaried and non-salaried process servers.  Effective 07/01/50.  (SD1)
