RELATING TO ENERGY.
Establishes the negotiated partner approach pilot program for energy savings contracts, which allows agencies to forego requests for proposals and negotiate directly with qualified vendors.  Requires the pilot program to be operational from 7/1/12 to 6/30/14.

RELATING TO THE DEPARTMENT OF HAWAIIAN HOME LANDS.
Extends the repeal date in Act 187, Session Laws of Hawaii 2010, to continue the pilot program that enables the Department of Hawaiian Home Lands to begin housing and other projects without having the full amount of the cost of the projects on hand at the start of the project.

RELATING TO CIVIL SERVICE.
Requires an appointing authority to consider another position within the same department for which an employee is qualified before the employee is considered for discharge due to failure to meet performance requirements.  (SD1)

RELATING TO THE DEPARTMENT OF THE ATTORNEY GENERAL.
Enables the Attorney General to retain and deposit fifteen percent of any recovery from any civil action or settlement of a civil claim initiated or prosecuted by the Attorney General to be used for staffing, expenses, equipment, and training.  (SD1)

RELATING TO WITNESSES.
Increases the per diem payments for out-of-state witnesses in criminal cases from $110 to $145.  Provides an additional $90 per diem payment for witnesses from any island other than the island on which the court is located, when that witness is required to stay overnight.  (SD1)

RELATING TO PUBLIC SAFETY.
Amends the reduced ignition propensity cigarette program special fund to allow appropriations by the legislature; appropriates $400,000 from the temporary deposits account in the trust fund of the department of labor and industrial relations to the reduced ignition propensity cigarette program special fund to implement the program and hire necessary staff.  (SD1)

RELATING TO THE HAWAII PUBLIC PROCUREMENT CODE.
Clarifies that, of the 20% of the State's annual purchasing expenditure set aside to be awarded to small businesses, at least 3% shall be awarded to veteran-owned and service-disabled veteran-owned small businesses having fifty or fewer employees.  Effective 1/1/20.  (SD1)

RELATING TO TAXATION.
Creates an aviation fuel tax credit for aviation fuel taxes paid by interisland airplane carriers to transport people and goods between the islands of this State using turbo propeller airplanes.  (SD1)
