RELATING TO TAX PENALTIES.
Prohibits penalties for substantial understatements or misstatements and erroneous claims for refund or credit from being added to tax underpayments on which other penalties have been imposed.

RELATING TO TAXATION.
Effective 1/1/13, increases the vehicle weight tax and repeals the state portion of the fuel tax.

RELATING TO FINANCING AGREEMENTS.
Specifies that the issuance of certificates of participation does not require legislative approval.

RELATING TO STATE FUNDS.
Authorizes the director of finance to restructure the debt service for state obligations; provided that any such restructuring shall take into consideration the long-term financial obligations of the State and shall not be undertaken solely to provide short-term savings.

RELATING TO SALES OF ELECTRONIC CIGARETTES.
Places e-cigarettes with other tobacco products as items prohibited to be sold to a minor and amends the definition of "tobacco products" for purposes of taxation.
