RELATING TO TAXATION. Amends distribution of partial payment of taxes to principal first, then penalties, then interest.

RELATING TO TAXATION. Requires the department of taxation to report tax revenue by island and annually report the previous tax year's tax revenue by island to the legislature no later than March 1 of each year.

RELATING TO CONFORMITY OF THE HAWAII INCOME TAX LAW TO THE INTERNAL REVENUE CODE. Provides a measure for conforming amendments to the Hawaii income tax law based upon amendments to the Internal Revenue Code made in calendar year 2011.

RELATING TO TAX CLEARANCE FEES. Imposes fees to obtain a tax clearance or a certified copy of a tax clearance.

RELATING TO PUBLIC FUNDS. Issues general obligation bonds to fund the repair and maintenance or capital renewal and deferred maintenance projects of various departments, the University of Hawaii, Hawaii health systems corporation, and the judiciary. Requires that capital improvement projects authorized pursuant to this Act for goods, services, or construction less than $1,000,000 to use section 103D-305, HRS, as the method for procurement. Requires procurements of less than $1,000,000 to be conducted through an electronic system. Specifies that section 103D-701, HRS, shall not apply to capital improvement projects that are less than $1,000,000. Provides for certain exemptions from county permitting, licensing, and certification requirements. (Proposed SD1)
