RELATING TO CIVIL IDENTIFICATION. Transfers the non-driver's, or civil, identification program from the department of the attorney general to the department of transportation. Requires civil identification cards to be issued by the examiners of drivers in each county to comply with the federal REAL ID Act of 2005, P.L. 109-13, by January 1, 2013. (SD2)

RELATING TO TRANSPORTATION. Exempts from the rental motor vehicle surcharge tax, vehicles that are rented by a car-sharing organization to members of its membership program on an hourly basis for up to six hours per day per vehicle. Effective 7/1/2050. (SD2)

RELATING TO PROCUREMENT. Allow any utility owners whose facility occupies State Highway right-of-way to provide their share of costs up front to the affected state agency for encumbrance of funds in related contracts by way of an agreement to pay.

RELATING TO TRANSPORTATION. Extends until 6/30/2015: the increase in the rental motor vehicle surcharge tax to $7.50 per day; the deposit of $4.50 per day of the tax into the general fund; and the suspension of the rental motor vehicle customer facility charges. Authorizes issuance of airport revenue bonds. (SD2)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
