RELATING TO PLANNED DEVELOPMENT. Authorizes counties to adopt a program to facilitate residential and commercial development in specified areas in relation to mass transit and to expedite approval of development projects within those areas. Exempts certain development projects from all state and county laws relating to planning, zoning, construction standards for subdivisions, development and improvement of land, and the construction of dwelling units. Requires the environmental council to adopt rules relating to transit ridership impact analysis for environmental assessments or impact statements relating to certain development projects.

RELATING TO ENVIRONMENTAL IMPACT STATEMENTS. Permanently amend chapter 343, Hawaii Revised Statutes to clarify current exemptions for secondary actions and require that applicants prepare environmental assessments when required.

RELATING TO AIRLINES. Establishes and appropriates funds for a reimbursement program for airlines that add a new direct flight route to Hawaii. Sunsets 12/31/13.

RELATING TO MOTOR VEHICLE INSURANCE. Creates a driver exclusion endorsement to enable a named insured to exclude specified persons from being covered under a motor vehicle insurance policy.

RELATING TO HIGHWAY SAFETY. Establishes the photo speed imaging detector system program. Authorizes counties to administer the program. Requires proceeds of fines to be expended in the county from which they were collected for generation of the program. Appropriates funds.

RELATING TO HIGHWAY SAFETY. Establishes the photo red light imaging detector systems program. Authorizes counties to administer the program. Requires proceeds of fines to be expended in the county from which they were collected for operation of the program. Makes an appropriation.

RELATED TO VEHICLE IMMOBILIZATION. Requires the immobilization of vehicles operated by a person whose license has been suspended or revoked for OVUII. Establishes process for owner of the vehicle, if other than the operator, to request removal of the device. Effective 7/1/13.

RELATING TO THE STATEWIDE TRAFFIC CODE. Authorizes the counties to implement a vehicle boot program to place a vehicle boot on vehicles of an owner with outstanding motor vehicle violations until those violations are resolved.

RELATING TO THE PENAL CODE. Establishes mandatory minimum sentencing for negligent homicide or negligent injury involving the operation of a motor vehicle when a vulnerable highway user is involved. Amends penalties for negligent homicide in the second degree, negligent homicide in the third degree, and negligent injury in the second degree when the incident involves a vulnerable highway user. Adds definitions.

DECISION MAKING TO FOLLOW
