RELATING TO TRANSPORTATION. Allows the court to require the immobilization of a motor vehicle owned by an individual convicted of driving without a license or driving with a canceled, suspended, or revoked license or a vehicle owned by an individual who is not in compliance with an order of paternity or child support by means of a wheel immobilization device for a period not to exceed 180 days. Requires the surrender of number plates. Provides for the removal of wheel immobilization device and return of number plates after the court ordered immobilization period is completed.

RELATING TO TRAFFIC INFRACTIONS. Requires the state director of finance to transmit, to each county, a percentage of all fines and forfeitures collected for uncontested traffic infractions committed in that county.

RELATING TO DRIVER LICENSING. Increases the gross vehicle weight rating of category (3) motor vehicle driver licenses to eighteen thousand pounds or less.

RELATING TO MOTOR VEHICLES. Requires that the vehicle used by a person cited or arrested for driving without a license, driving while license suspended or revoked, driving under the influence of alcohol, or driving without proof of insurance be towed at the owner's expense.

RELATING TO TRAFFIC INFRACTIONS. Requires district court to delete from a driver's traffic abstract any violation that the driver is found not to have committed. Prohibits disclosure of dispositions of infractions that precede the date of request by more than years.

RELATING TO MOTOR VEHICLE INSURANCE. Increases the minimum bodily injury motor vehicle insurance to $100,000 for bodily injury or death to one person and $200,000 for bodily injury or death to two or more persons.

RELATING TO THE PUBLIC UTILITIES COMMISSION. Creates the motor carrier investigative unit within the public utilities commission to conduct statewide investigations of violations of chapter 271, Hawaii Revised Statutes. Exempts persons within the unit from chapter 76, Hawaii Revised Statutes. Appropriates funds from the public utilities commission special fund to finance the motor carrier investigative unit. Effective July 1, 2012.

RELATING TO TRAFFIC SAFETY. Prohibits moped drivers from using bicycle paths where bicycle lanes are provided.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
