RELATING TO HOMICIDE.

Requires drivers' license revocations upon convictions for negligent homicide in either the first or second degree.  Sets maximum periods of license revocations for convictions of manslaughter and negligent homicide in the first or second degree.  Makes imprisonment of up to two years a discretionary condition of probation for manslaughter convictions.  Clarifies that probation is an available sentence for manslaughter.

Repeals section 291E-68, Hawaii Revised Statutes, regarding refusing to submit to a breath, blood, or urine test for those arrested for the use of intoxicants while operating a vehicle.  Makes conforming amendments to section 291E-15, Hawaii Revised Statutes.
