RELATING TO HIGHWAY SAFETY.

Extends the period in which an owner of a new car is exempted from obtaining a certificate of vehicle inspection from two years to three years from the date of purchase.  Takes effect 1/1/2015.

RELATING TO MOTOR VEHICLE INSPECTIONS.

Abolishes requirement that all motor vehicles obtain annual  certificate of inspection.

RELATING TO TRANSPORTATION.

Requires the department of transportation to report to the 2013 legislature on providing the best and most modern security technology at Hawaii's harbors and airports to detect and prevent terrorist activity.

RELATING TO MOTOR AND OTHER VEHICLES.

Authorizes any active duty military personnel or accompanying dependent stationed in Hawaii whose driver's license expired while the member was deployed overseas to use a valid Status of Forces Agreement driver's license until obtaining a valid state-issued driver's license.

      Status & Testimony

RELATING TO TRANSIT.

Authorizes a county with a population greater than five hundred thousand that adopts a county surcharge on state tax ordinance to use at least one per cent of the surcharge to fund transit enhancements.
