RELATING TO VETERANS.

Removes the residency requirements for the burial of members of the armed services and their dependents in veterans cemeteries.  Establishes criteria consistent with the United States Department of Veterans Affairs eligibility requirements for burial in a national cemetery.  Repealed June 30, 2015.  (HB1974 HD2)

RELATING TO THE MILITARY.

Requires the Governor, on behalf of the State, to enter into a memorandum of understanding with the United States Department of Defense to enhance the State's relationship with the military and provide continued support for the military's presence in Hawaii.  (HB2410 HD1)

RELATING TO CONSUMER PROTECTION.

Authorizes the director of commerce and consumer affairs to enforce certain federal laws to protect military members and their families from abusive lending practices.

Amends the definition of "public safety agency" to refer to state and county divisions and not federal government entities.

RELATING TO AN AUTOMATED VICTIM NOTIFICATION SYSTEM.

Establishes an automated victim information and notification system to notify victims or members of the community of certain status updates of an offender.  Establishes the automated victim information and notification special fund.  Effective July 1, 2030.  (HB2226 HD2)

RELATING TO COUNTY ETHICS COMMISSIONS.

Provides standards for the selection of county ethics commission members to ensure their impartiality and independence.  Effective January 7, 2059.  (HB468 HD1)

RELATING TO GENERAL OBLIGATION BONDS FOR REVENUE-PRODUCING UNDERTAKINGS.

Permits the pledging of receipts other than real property tax and revenues as defined by the state constitution.

RELATING TO THE STATE PROCUREMENT CODE.

Makes permanent the amendments made to section 103D-305, Hawaii Revised Statutes that increase the limits on procurements qualifying for certain small purchase procedures to $100,000 for goods or services and $250,000 for construction; require procurements greater than $50,000 for construction to require performance bonds; and require procurements of $25,000 to less than $100,000 to be made in accordance with small purchase procedures.  Effective June 30, 2012.  (HB2265 HD2)

RELATING TO PROCUREMENT.

Imposes time limits on rendering administrative and judicial review decisions.  Limits protests to those that are a minimum percentage of the contract value.  Requires posting of a protest bond, to be forfeited if the protesting party does not prevail.  Effective July 1, 2012.  (HB1671 HD2)

RELATING TO THE PROCUREMENT CODE.

Temporarily authorizes the governor or a county mayor to exempt a construction or design-build procurement from protest concerning the procurement and administrative review of a non responsible offeror determination.  Requires, as a condition of the exemption, that all bids and proposals, including amendments or revisions, evaluations, and ratings, but not trade secrets or other proprietary data, be released for public inspection.  Requires the posting of the information on the state or applicable county website.  Effective July 1, 2012.  (HB2122 HD2)
