RELATING TO COMPREHENSIVE OFFENDER REENTRY SYSTEM.

Establishes the Offender Reentry Office within the Department of Public Safety to address the goals of chapter 353H, Hawaii Revised Statutes.

RELATING TO PUBLIC SAFETY.

Requires the Hawaii paroling authority to establish a compassionate release program for inmates who are permanently and totally disabled, terminally ill, or have a serious debilitating and irreversible mental or physical condition, and pose no public safety risk.  Requests the department of public safety to assess and refer inmates to the Hawaii paroling authority.  Sets conditions for compassionate release.  (SD1)

RELATING TO THE HAWAII ADVISORY COMMISSION ON DRUG ABUSE AND CONTROLLED SUBSTANCES.

Amends statutory provisions of the Hawaii Advisory Commission on Drug Abuse and Controlled Substances to provide for more focused attention in addressing the issue of substance abuse as a public health issue.

RELATING TO AFFORDABLE HOUSING CREDITS.

Amends section 46-15.1(b), HRS, to clarify that certain county affordable housing requirements shall not impair, restrict, or condition a county's obligation to issue affordable housing credits to the department of Hawaiian home lands or apply credits in satisfaction of all county requirements.  Effective 7/1/2050.  (SD1)

Authorizes the county liquor commissions to adopt rules and use exclusively the dBC weighting system for the purpose of community noise control.
