RELATING TO PROCUREMENT. Requires a hearing officer to affirm the decision of a procurement officer in protests filed under section 103D-701, HRS, unless the procurement officer's decision is shown by clear and convincing evidence to be arbitrary, capricious, fraudulent, or clearly erroneous.

RELATING TO EMERGENCY MANAGEMENT. Creates a task force to determine whether chapters 127 and 128, Hawaii Revised Statutes, should be amended, repealed, or supplemented to ensure that preparations of this State are adequate in reducing vulnerability to, and recovering from, emergencies and disasters. Report to the legislature.

RELATING TO THE STATE BUILDING CODE. Abolishes the State Building Code Council, provides for a transition from the current to the new proposed law, and requires the counties to adopt building codes with their revisions or opt out of adoption.

RELATING TO ELEVATOR INSPECTIONS. Authorizes the department of labor and industrial relations to use qualified third-party elevator inspectors when necessary.

RELATING TO LIQUOR LICENSES. Authorizes the revocation or suspension of a liquor license for a continuing pattern of noise, disturbance, misconduct, or disorder.

RELATING TO INTOXICATING LIQUOR. Amends section 281-78(b), HRS, to clarify that a licensee who timely suppresses unlawful activity, including by means of detaining and reporting an offender to the police, from occurring on the licensed premises shall not be in violation of that section.

RELATING TO FIREARMS. Restricts hunting to areas on public land where hunting is permitted or to areas on private land where the landowner has granted written permission. Allows transport and possession of firearms and ammunition in areas where hunting is permitted. Effective July 1, 2012.
