RELATING TO PUBLIC SAFETY. Amends the reduced ignition propensity cigarette program special fund to allow appropriations by the legislature; appropriates $400,000 from general funds to the reduced ignition propensity cigarette program special fund to implement the program and hire necessary staff.

RELATING TO FIRE PROTECTION. Amends requirements for submission of building plans to the fire chief for approval.

RELATING TO FIRE SPRINKLERS. Prohibits counties from requiring installation or retrofitting of automatic fire sprinklers in new or existing one- or two‑family dwelling units used only for residential purposes.

RELATING TO THE HAWAII PUBLIC PROCUREMENT CODE. Amends section 103D-707, HRS, to permit an additional post-award remedy if the contract is not fully executed. Allows for rescission of the award and application of remedies provided for in section 103D-706, HRS.

RELATING TO PROCUREMENT. Upon the acceptance of a conceptual design fee from a procurement officer, any non-selected offeror shall agree to waive the right to protest. Makes permanent the increased dollar amounts of small purchases whose procurement is subject to the policy board's rules. Effective June 30, 2012.

RELATING TO CAPITAL IMPROVEMENT PROJECTS. Authorizes the state director of finance to waive county permitting requirements for pending state CIP projects for which funds were released in fiscal years 2010-2012 and 2012-2014.

RELATING TO COUNTIES. Permits counties to pass ordinances that require written notification of defects or obstructions on certain county properties as a prerequisite to filing a claim against the counties for injuries or damages arising from against the alleged unsafe or dangerous condition of county property.

RELATING TO CAPITAL IMPROVEMENT PROJECTS. Allows private individuals and entities to provide funding for capital improvement projects. Requires naming any public structure after a private individual or entity that contributed a specified percentage of the funding for the structure, if the private contributor so desires.

RELATING TO COUNTY BUDGETS. Reduces county reimbursement to the State from gross proceeds of the county's surcharge on state tax from ten to five per cent.

RELATING TO TAXATION. Exempts certain sales of non-new motor vehicles currently registered in the State from the general excise tax. Requires an unspecified percentage of the sum of all general excise tax revenues from non-exempt motor vehicle sales to be deposited with the county where the motor vehicle sale occurred. Requires a county DMV to collect the general excise tax on vehicle sales. Requires the county DMV to provide the transferor's name and address to DOTAX.

RELATING TO PUBLIC SAFETY. Requires communications service providers to provide call location information upon request by public safety agencies responding to emergencies.

RELATING TO SMALL BUSINESSES. Adds distilled spirits to the types of intoxicating liquors that the holder of a class 1 liquor license may sell for private use and consumption.

RELATING TO WATER SERVICE CONSUMPTION DATA. Clarifies that a water service holder’s mailing address, amounts paid by or owed to the service holder for water or sewer services, and an individual’s service location shall not be made available for public inspection or duplication.

RELATING TO EMPLOYMENT PRACTICES. Requires all employers to use the e-verify system to verify that an applicant is eligible to work in the United States.

RELATING TO OUTDOOR ADVERTISING. Exempts certain ground signs from county outdoor advertising regulation. Allows ground signs to be posted in public places.
