RELATING TO FIRE PROTECTION. Bans the ignition, possession, selling, and use of aerial luminaries. Effective January 7, 2059. (HB2113 HD1)

RELATING TO GOVERNMENT. Brings laws relating to false claims to the state and to the counties into compliance with the federal False Claims Act in order to meet federal requirements that state laws provide the same or greater protections as those established under section 1909 of the Social Security Act. RELATING TO PUBLIC SAFETY. Requires a pretrial risk assessment within three working days of commitment to a community correctional center. Increases the membership of the Hawaii paroling authority from three to five members and requires use of validated risk assessments. Limits length of incarceration for first-time parole violators. Increases the percentage deducted from inmates' earnings for restitution payments. Requires parole supervision prior to maximum sentence date. Adds positions in the Department of Public Safety. Appropriates funds. Effective January 7, 2059. (HB2514 HD3)

RELATING TO CRIME. Permits a sentence of probation for certain second-time drug offenders and a three-year probation term for individuals convicted of certain class B and C felonies. Increases the threshold property and services valuation for theft in the second degree to more than $750. Effective January 7, 2059. (HB2515 HD3)
