RELATING TO CLEAN AND SOBER HOMES AND HALFWAY HOUSES.

Establishes a temporary clean and sober home and halfway house task force.  Requires the task force to submit a report to the legislature containing findings and recommendations and any proposed legislation that may be necessary to effectuate those recommendations.

RELATING TO CLEAN AND SOBER AND HALFWAY HOME REGULATION.

Establishes a licensing requirement for all clean and sober homes and halfway houses and requires the department of health to establish rules to oversee them.

RELATING TO HEALTH.

Requires the director of health to set a maximum contaminant level for hexavalent chromium at 0.06 parts per billion and clarifies that state primary drinking water regulations may be more stringent than the national regulations, if the director deems more stringent regulations are necessary to protect public health.

Clarifies that the medical use of marijuana is considered to be consistent with the pain patient's bill of rights.

RELATING TO DEFENDANTS COMMITTED TO THE CUSTODY OF THE DIRECTOR OF HEALTH.

Allows for the transfer of persons committed to the custody of the director of health to be transferred to correctional facilities under certain conditions.

RELATING TO TATTOO ARTISTS.

Authorizes the department of health to contract with professional testing services to administer licensing tests to out-of-state tattoo artists for Hawaii tattoo trade shows.
