MAKING AN EMERGENCY APPROPRIATION FOR REIMBURSEMENT OF COSTS RELATED TO THE ASIA-PACIFIC ECONOMIC COOPERATION MEETINGS. Appropriates funds to reimburse seven departments for costs for planning, public safety, and security for the November 2011 Asia-Pacific Economic Cooperation meetings. (SD1)

RELATING TO THE TRICARE PROGRAM. Makes permanent the general excise tax exemption on amounts received by a managed care support contractor of the TRICARE program for the actual cost or advancement to third party health care providers pursuant to a contract with the United States. RELATING TO DEPARTMENT OF PUBLIC SAFETY FEDERAL REIMBURSEMENT MAXIMIZATION SPECIAL FUND. Expands the allowed use of the Federal Reimbursement Maximization Special Fund to reflect United States Department of Justice approved uses.

RELATING TO COMPREHENSIVE OFFENDER REENTRY SYSTEM. Establishes the Offender Reentry Office within the Department of Public Safety to address the goals of chapter 353H, Hawaii Revised Statutes. Reconstitutes the reentry commission under Act 24, Special Session Laws of Hawaii 2009, with the added duty to ensure that the comprehensive offender reentry system is implemented as soon as practicable. Extends sunset of reentry commission to 12/1/2015. (SD1)

RELATING TO CORRECTIONS. Establishes a two-year parole pilot program for no more than twenty inmates to be subject to high-intensity parole supervision. Makes an appropriation for the program.

RELATING TO FIRE SPRINKLERS. Prohibits counties from requiring installation or retrofitting of automatic fire sprinklers in new or existing one- or two‑family dwelling units used only for residential purposes, provided that this does not apply to: (1) new homes that require a variance from access road or fire fighting water supply requirements; and (2) non-residential agricultural and aquacultural buildings and structures located outside the urban area. Effective January 1, 2025. (SB2397 HD1)

RELATING TO ENHANCED 911 SERVICES. Establishes that a public safety agency is a functional division of the State or a county that provides or has authority to provide, or a private entity contracted by a state or county agency that provides, firefighting, law enforcement, ambulance, medical, or other emergency services.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
