RELATING TO PRE-SENTENCE REPORTS. Amends the law to delete the Intake Service Center as an agency responsible for preparing the pre-sentence diagnosis and report.

RELATING TO REENTRY INTAKE SERVICE CENTERS. Amends the law to define how pretrial assessments are generated and to provide statutory authority to the Department of Public Safety to supervise person ordered released from custody by the courts.

RELATING TO RESISTING ARREST. Makes resisting arrest in the first degree a felony for attempting to deprive a law enforcement officer of their firearm.

RELATING TO VOG. Expands membership on the Task Force on Vog to include any representative or senator representing a district on the Island of Hawaii that is impacted by vog.

RELATING TO FIRE PROTECTION. Bans the ignition, possession, selling, and use of aerial luminaries.

RELATING TO FIREWORKS. Corrects the definition of "display fireworks". Restricts the importation of display fireworks to amounts necessary for a permitted display, except for qualified importers of certain fireworks. Amends fireworks shipment documentation requirements. Amends labeling requirements for imported display fireworks.

RELATING TO FIREARMS. Exempts National Rifle Association certified firearms instructors from absolute liability for injury or damage caused by discharge of their firearms during the course of providing training required to obtain a permit to acquire firearms.

RELATING TO THE BUILDING CODE. Establishes the Hawaii State Building Code, Hawaii State Building Code Council, and Natural Disaster Preparedness Commission. Effective July 1, 2012. (HB2358 HD1)

RELATING TO ENHANCED 911 SERVICES. Amends the definition of "public safety agency" to refer to state and county divisions and not federal government entities.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

WEB: For comments less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
