RELATING TO CONSUMER PROTECTION. Authorizes the director of commerce and consumer affairs to enforce certain federal laws to protect military members and their families from abusive lending practices. (SD1)

RELATING TO PUBLIC SAFETY. Requires a pre-trial risk assessment to be conducted within three working days. Expands the membership on the Hawaii paroling authority. Requires the use of validated risk assessments to guide parole decisions. Limits length of re- incarceration for first-time parole violators. Increases victim restitution payments by inmates. Requires release on supervised parole prior to the maximum sentence date. Makes appropriations. (SD2)

RELATING TO PUBLIC SAFETY. Requires the department of public safety to assess and refer inmates to the Hawaii paroling authority (HPA) for possible medical release. Provides that an inmate in the custody of the department shall be eligible to be considered for medical release if the inmate meets specified criteria under certain procedures. Requires HPA to set reasonable conditions on an inmate's medical release. Requires the HPA to promptly order an inmate returned to custody of the department to await a revocation hearing if the HPA receives credible information that an inmate has failed to comply with any reasonable condition set upon the inmate's release. RELATING TO PUBLIC SAFETY. Requires PSD to plan for a model wellness center that employs native Hawaiian cultural practices on state land and to submit a report to the legislature prior to the 2013 legislative session. Creates a work release pilot program on the Big Island to allow certain incarcerated individuals to work on community projects that benefit the local community and the State. Repeals pilot program on 6/30/15. (SD2)

RELATING TO PAROLE. Allows the Hawaii paroling authority to use a continuum of administrative sanctions when a parolee violates a term or condition of parole. Eff. 1/1/2025. (SD1)

RELATING TO THE WEED AND SEED PROGRAM. Establishes the weed and seed program under the department of labor and industrial relations. Makes appropriation.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
