RELATING TO THE AUDITOR. Allows the diminishment of the auditor's salary during the auditor's term of office by general law applicable to all salaried officers.

RELATING TO FINANCING AGREEMENTS. Specifies that the issuance of certificates of participation does not require legislative approval.

RELATING TO THE SUNSHINE LAW. Allows board members to attend: (1) Public gatherings and community events that are not related to any matter over which the board is currently exercising its adjudicatory, advisory, or legislative function; provided that no ex parte communications may occur; and (2) Professional-association conferences and professional-development seminars if the member produces a public report. Allows notice of board meetings to be sent to persons requesting notice by e-mail. (HB1611 HD1)

RELATING TO ETHICS. Exempts a person serving on a task force or working group established by the legislature for the purpose of recommending possible legislation from the conflict of interest law under the state ethics code and clarifies that an employee, as defined in the ethics code, does not include such persons.

RELATING TO MEDICAID. Requires the Auditor to conduct a management and financial audit of the services provided by Evercare and Ohana Health Plan to medicaid clients under the QUEST Expanded Access program. Requires the development of an equitable referral system for discharged patients to care home facilities and a methodology to determine the level of acuity of nursing facility residents to set fair and equitable reimbursement. RELATING TO OFFENSES AGAINST PUBLIC ADMINISTRATION. Proposed HD1: Clarifies the legislature's constitutional authority to terminate and punish disorderly or contemptuous behavior at the legislature.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 15 copies (including an original) to Room 322 in the State Capitol;
FAX: For comments less than 5 pages in length, transmit to 586-6271(for Oahu) or 1-800-535-3859 (for Neighbor Islanders without a computer to submit testimony through e-mail or the Web);
EMAIL: For comments less than 5 pages in length, transmit to LMGtestimony@Capitol.hawaii.gov ; or
WEB: For comments less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
