RELATING TO COLLECTIVE BARGAINING. Clarifies the Hawaii labor relations board's authority to appoint attorneys and paralegals. Authorizes attorneys employed by the board on a part-time or contract basis to represent the board in litigation, draft legal documents for the board, and provide other necessary legal services to the board. (SD1)

RELATING TO EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Amends section 87A-1, Hawaii Revised Statutes, to add a new definition of "credited service" and to clarify the definitions of "employee" and "part-time, temporary, and seasonal or casual employee". (SD1)

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Corrects errors; harmonizes ordinary disability and ordinary death benefits for new members of the Employees' Retirement System with their service retirement benefits. (SD2)

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Authorizes the board of the Employer-union health benefits trust fund to create a trust fund for the purpose of receiving employer contributions that will prefund post-employment health and other benefit costs for retirees and their beneficiaries. RELATING TO QUALIFIED COMMUNITY REHABILITATION PROGRAMS. Repeals the requirement for the Department of Human Resources Development to submit annual reports to the Legislature regarding expenditures of qualified community rehabilitation programs.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

FAX: For comments less than 5 pages in length, transmit to 586-6331 (Oahu) or 1-800-535-3859 (for Neighbor Islanders without a computer to submit testimony through e-mail or the Web); or
WEB: For comments less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
