RELATING TO SALARIES. Clarifies Act 57, Session Laws of Hawaii 2011, with regard to salary rates for executive, judicial, and legislative officials, to give effect to the recommendations of the commission on salaries. Effective 07/01/50. (SD1)

RELATING TO THE RESIDENCY OF APPOINTIVE OFFICERS. Allows the waiver of residency requirements for the state or county department heads, deputies or assistants to a department head, when the appointed officer is required to have highly specialized or scientific knowledge or training and a qualified applicant who meets the residency requirement is not available to fill the position. RELATING TO CRIMINAL HISTORY RECORD CHECKS FOR COUNTY EMPLOYEES. Allows counties to conduct criminal history checks on employees and prospective employees supporting the liquor commission, working with vulnerable adults or seniors, and working in the field of emergency services and emergency management. RELATING TO CIVIL SERVICE. Requires an appointing authority to consider another position administrated by the appointing authority for which an employee is qualified before the employee is considered for discharge due to failure to meet performance requirements. (SD2)

RELATING TO COLLECTIVE BARGAINING. Clarifies provisions that negotiations relating to contributions to the Hawaii employer-union health benefits trust fund shall be to agree upon amounts that the State and counties shall contribute toward the payment of costs for a health benefits plan and group life insurance benefits for active public employees; clarifies that a decision of an arbitration panel shall be final. RELATING TO MEDICAL BENEFITS UNDER THE WORKERS' COMPENSATION LAW. Allows the director of labor and industrial relations to make a decision on disputes regarding treatment plans and continued medical services without a hearing. Effective 07/01/50. (SD1)

RELATING TO NOTICE OF WORKERS' COMPENSATION INSURANCE. Allows the director of labor and industrial relations to accept the notice of employer's workers' compensation insurance from approved third party agencies in a manner and form approved by the director. Effective 07/01/50. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 3 copies (including an original) to Room 422 in the State Capitol;
FAX: For comments less than 5 pages in length, transmit to 586-6331 (Oahu) or 1-800-535-3859 (for Neighbor Islanders without a computer to submit testimony through e-mail or the Web); or
WEB: For comments less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
