RELATING TO THE EMERGENCY AND BUDGET RESERVE FUND. Increases from 5% to 30% the percentage of moneys from the excess general fund balance to be deposited into the emergency and budget reserve fund as a temporary source of funding during economic downturn. Requires 30% of the excess general fund balance to be used to reduce the unfunded liability of the EUTF.

RELATING TO THE HAWAII EMPLOYER‑UNION HEALTH BENEFITS TRUST FUND. Eliminates medicare part B reimbursements for employee-beneficiaries and spouses of employee-beneficiaries hired after June 30, 2012. Effective July 1, 2012.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Authorizes the board of the Employer-Union Health Benefits Trust Fund to create a trust fund for the purpose of receiving employer contributions that will prefund post-employment health and other benefit costs for retirees and their beneficiaries.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Provides for fiduciary responsibilities. Allows EUTF to hire attorneys. Alters composition of EUTF board and appointments to vacancies. Alters requirements for quorum. Places EUTF within DHRD rather than BUF for administrative purposes.

RELATING TO COLLECTIVE BARGAINING. Repeals the prohibition of using arbitration to resolve impasses or disputes relating to state and county EUTF contributions. Makes an arbitration panel decision on EUTF contributions final and binding without exception. Specifies EUTF and group life insurance payments to be negotiated. Repeals an obsolete provision.

RELATING TO PUBLIC WORKS. Establishes the Wage and Hour for Public Works Projects Special Fund and establishes and funds additional labor law enforcement specialist positions to assist the enforcement of Hawaii's wage and hour law on public construction projects. Specifies a funding mechanism for the special fund and requires an annual report. Effective July 1, 2012.

RELATING TO COLLECTIVE BARGAINING. Excludes student help from the list of state employees statutorily barred from inclusion in any appropriate collective bargaining unit. Effective July 1, 2012.
