RELATING TO QUALIFIED COMMUNITY REHABILITATION PROGRAMS. Removes the department of human resources development's requirement to report expenditures on qualified community rehabilitation programs to the legislature.

RELATING TO EMPLOYMENT SECURITY. Authorizes certain private employers to administer a work-sharing plan to avoid temporary layoffs, if approved by the DLIR. Allows employees under a work-sharing plan to receive unemployment benefits to compensate for lost wages.

RELATING TO WORK-SHARING. Creates a work-sharing program that provides an alternative to layoffs during a temporary slowdown in business.

RELATING TO LABOR. Increases minimum wage to $7.75 for 2012 and $8.25 from 07/01/2013. Effective 07/01/2012.

RELATING TO LABOR. Bases the minimum wage on the federal poverty level for a family of 2 persons for Hawaii, beginning 1/1/13.

RELATING TO SALARIES. Clarifies Act 57, Session Laws of Hawaii 2011, with regard to salary rates for executive, judicial, and legislative officials, to give effect to the recommendations of the commission on salaries.

RELATING TO COMPENSATION. Stipulates that the five per cent decrease to the legislative, executive, and judicial salaries applies to what the respective salaries were as of June 30, 2009, and remains at the specified salary rate until June 30, 2013. Repeals Act 85, Session Laws of Hawaii (SLH) 2009, as amended by Act 57, SLH 2011, as amended by this Act, at 11:59 p.m. on June 30, 2013. Provides that the repeal of the aforementioned Acts for the period of July 1, 2009, through June 30, 2013, shall not be construed to restore or reinstate any leaves for vacation or sick leave, any salary, or any other compensation reduced by the Acts. Effective upon its approval.

RELATING TO CRIMINAL HISTORY RECORD CHECKS FOR COUNTY EMPLOYEES. Allows counties to conduct criminal history checks on prospective liquor commission employees, employees working with vulnerable adults or seniors, employees for fire, emergency medical services, and emergency management employees.

DECISION MAKING TO FOLLOW

· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

WEB: For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
