RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Provides for the automatic deposit of general excise tax revenues into the Hawaii employer-union health benefits trust fund to amortize the trust fund's unfunded actuarial accrued liability.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Requires investment and other earnings and reserves of the Hawaii EUTF to be maintained in the fund or used to amortize the unfunded actuarial accrued liability of the fund. Allows fund moneys to be used for administrative expenses. Effective 1/1/13.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Requires, no later than 1/1/14, the board of trustees of the Hawaii employer-union health benefits trust fund to require every health benefits plan established or contracted to include higher deductibles and co-payments for tobacco smokers and other persons of high risk.

RELATING TO EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Amends section 87A-1, Hawaii Revised Statutes, to add a new definition of "credited service" and to clarify the definitions of "employee" and "part-time, temporary, and seasonal or casual employee."

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Requires the department of budget and finance to conduct a study to reform the Hawaii employer-union health benefits trust fund. Requires the department to submit the study to the governor, legislature, and board of trustees of the trust fund before the convening of the 2014 regular session. Appropriates $100,000 in FY 2012-13 for the study.

RELATING TO COLLECTIVE BARGAINING. Creates a new bargaining unit (14) for ocean safety officers and water safety officers employed by the State or counties.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
