RELATING TO ANATOMICAL GIFTS. Requires a person to whom an anatomical gift passes to accept or reject the gift if it is medically suitable for transplantation, therapy, research, or education. Effective July 1, 2050. (SB1500 HD1)

RELATING TO TOBACCO PRODUCTS. Prohibits use of tobacco products by minors. Authorizes law enforcement officer to confiscate tobacco products used by minors. Effective 1/1/2050. (SD1)

RELATING TO DOMESTIC ABUSE ORDERS. Requires a police officer to order a person to have no contact with a family or household member for a twenty-four hour period, or longer if the incident occurs on the weekend, when a police officer has reasonable grounds to believe that there is probable danger of further physical abuse or harm to the family or household member. RELATING TO PROMOTION OF CONTROLLED SUBSTANCES. Extends prohibition of promoting a controlled substance in, on, or near schools, school vehicles, or public parks to include public housing projects and complexes. (SD1)

RELATING TO OCEAN RESOURCES. Clarifies the prohibition against removal of sand and beach or marine deposits, except for materials inadvertently taken, not to exceed one gallon per person per day. Creates exemptions for public emergencies and traditional cultural practices. Directs the Department of Land and Natural Resources to establish the east Honolulu fishpond heritage area. Provides state lease preferences for the reconstruction, restoration, repair, or use of Hawaiian and kanaka maoli fishponds. Creates a preference for the use of traditional names of Hawaiian fishponds. (SB2305 HD1)

RELATING TO WILDLIFE. Prohibits the interisland transfer, transport, or release after transport of wild or feral deer, with certain exceptions. Establishes mandatory fines. (SB3001 HD1)

RELATING TO AGRICULTURAL COMMODITIES. Requires proof of identification from sellers of agricultural commodities. Establishes criminal penalties for failure to maintain a certificate of ownership or other written proof of ownership of agricultural commodities. Makes theft of agricultural commodities an offense of theft in the second degree and establishes lack of ownership or movement certificates as prima facie evidence of the theft. Effective January 20, 2020. (SB2354 HD1)

RELATING TO THE PENAL CODE. Clarifies that terroristic threatening includes threats of serious damage to another person's pets or livestock. Effective 07/01/50. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

WEB: For comments less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
