RELATING TO VEHICLES. Defines "vehicle" in HRS chapter 707. Amends negligent injury offenses to include bodily injury to another person caused by the operation of a moped or vessel in a negligent manner.

Provides greater protection for children by amending the offense of promoting child abuse in the second degree to include possession of thirty or more images of child pornography and the content of at least one image contains a minor younger than the age of twelve, sadomasochistic abuse of a minor, or bestiality involving a minor. RELATING TO SEXUAL IMAGES PRODUCED BY MINORS. Prohibits adults from soliciting minors to electronically transmit nude images of minors; prohibits minors from electronically transmitting nude images of themselves or other minors, or soliciting other minors to do so; prohibits persons from possessing a nude image transmitted by a minor, but makes it an affirmative defense that the recipient made reasonable efforts to destroy the transmitted nude image. RELATING TO CHILD SUPPORT ENFORCEMENT. Includes the date that services for remuneration were first performed as information to be provided to the child support enforcement agency through the new hire reporting process. Requires employers to provide the appropriate health care provider a notice of medical support within a certain time frame. Effective 07/01/50. (SD1)

RELATING TO COMMERCIAL DRIVER'S LICENSE. Prohibits driving a commercial motor vehicle without possession of commercial driver's license; prohibits the use of mobile electronic devices, including for texting, while operating a commercial motor vehicle. Exempts certain drivers and "911" communication. Effective January 7, 2059. (SB2871 HD1)

RELATING TO PERSONAL INFORMATION. Allows the scanning and retention of personal information contained in a Hawaii identification card or driver's license for limited purposes only. Effective January 7, 2059. (SB2419 HD2)

RELATING TO ENVIRONMENTAL IMPACT STATEMENTS. Permanently amends chapter 343, Hawaii Revised Statutes, to clarify current exemptions for secondary actions and require that applicants prepare environmental assessments when required. (SB2873 HD2)

RELATING TO MOTOR AND OTHER VEHICLES. Authorizes military dependents as well as active duty military members deployed outside the U.S. to use an expired driver's license for up to ninety days after the return to the U.S. of the active duty member. (SD1)

RELATING TO WASTEWATER. Requires counties to permit the use of an otherwise authorized individual wastewater treatment system when it pre-dates a county-operated wastewater treatment system and the county determines that allowing the individual wastewater treatment system is fair and equitable. Requires counties to adopt rules or ordinances no later than 12/31/13. (SD1)

RELATING TO THE INFORMATION PRIVACY AND SECURITY COUNCIL. Designates the chief information officer as chair of the information privacy and security council. (SD1)

RELATING TO ANATOMICAL TRANSPLANTS. Requires the Department of Health to submit a report to the legislature no later than twenty days prior to the convening of the Regular Session of 2013 on the total number of individuals and the number of persons with human immunodeficiency virus, acquired immune deficiency syndrome, and acquired immune deficiency syndrome-related complex, who have received organ transplants from a medical facility or center in the State since 2009, including kidney and liver transplants. Effective July 1, 2050. (SB3039 HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
