RELATING TO THE COMMERCIAL HARBORS. Amends chapter 266, HRS, to clarify that persons cited for non-criminal violations may appeal through an administrative hearing; clarifies that enforcement agents such as the harbor master, harbor agents, facility security officer, or district manager can issue citations for non-criminal violations; provides that penalties and fines are deposited into the harbor special fund; allows the Department of Transportation to seek reimbursement from tenants or harbor users that violate security rules in harbor-secured areas. Broadens the definition of law enforcement officer to include any employee, officer, or representative of the Department of Transportation conferred by the director with police powers. (SB2876 HD1)

RELATING TO PROSTITUTION. Authorizes a person convicted of committing the offense of prostitution to file a motion to discharge the conviction under certain circumstances. Establishes procedures for the motion to discharge. Effective July 1, 2050. (SB2576 HD1)

RELATING TO MINORS. Establishes a new chapter for the safe harbor of sexually exploited children. Expands the scope of the domestic violence and sexual assault special fund annual report to the legislature. Grants the family court exclusive jurisdiction over any person under eighteen who is charged with certain offenses of prostitution. Amends the statute of limitations under the prostitution coercion liability act. Establishes that persons who are under eighteen and suspected of or charged with certain offenses of prostitution shall not be prosecuted, and shall be subject to the provisions of the safe harbor for sexually exploited children chapter. RELATING TO HUMAN TRAFFICKING. Requires establishments to display an informational poster. Requires persons convicted of prostitution-related offenses to forfeit their motor vehicles used in the commission of the crime. Requires the attorney general to establish a working group to coordinate services for survivors of human trafficking and report on the activities of the working group to the legislature. Effective July 1, 2050. (SB2123 HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
