RELATING TO LIMITATION OF ACTIONS. Extends the statute of limitations for civil actions brought by persons subjected to sexual offenses as a minor against the person who committed the act. Revives for a two-year period certain actions for which the statute of limitations had previously lapsed. Authorizes a court to award attorney's fees to a defendant when an accusation of sexual abuse was made with no basis in fact and with malicious intent. Effective July 1, 2050. (SB2588 HD1)

RELATING TO THE NATIVE HAWAIIAN ROLL COMMISSION. Requires the Native Hawaiian Roll Commission to be responsible for verification documents from individuals seeking to be included in the roll of qualified Native Hawaiians. Requires verification documents to be kept confidential. Clarifies that the roll commission is prohibited from publishing or releasing any verification documents of any qualified Native Hawaiian on the roll. (SB2386 HD1)

The following measure was previously heard on March 13, 2012. No public testimony will be accepted.
RELATING TO ANIMAL CRUELTY. Requires specified persons who own, control, or have custody or control of ten or more dogs over age four months with intact sexual organs to meet minimum standards of care to ensure the proper treatment and care of dogs and the dogs' offspring. Prohibits any person from owning or having custody of more than thirty dogs over age of one year with intact sexual organs. Requires specified persons to maintain specific records for each dog for at least three years following the death of the dog or a date on which the person permanently ceased to have possession or control of the dog. Prohibits certain types of dogs in the same enclosure. Establishes penalties. Effective 07/01/50. (SD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
