Prohibits penalties for substantial understatements or misstatements and erroneous claims for refund or credit from being added to tax underpayments on which other penalties have been imposed. (SD1)

RELATING TO CAMPAIGN FINANCE.

Authorizes campaign funds to be used to award scholarships to students attending an institution of higher education or vocational education school full time in a program leading to a degree, certificate, or other recognized educational credential; provides that in any election period, the total amount of all scholarships awarded shall be no more than twice the maximum amount that one person may contribute to that candidate pursuant to section 11-357; provides that for scholarship awards only, no awards shall be made from the filing deadline for nomination papers to the date of the general election.

RELATING TO ELECTRONIC INFORMATION.

Authorizes government agencies to disseminate publications of notice electronically or in a daily or weekly publication of statewide circulation, or in a daily or weekly publication in the affected county, as appropriate; appropriates funds for the operational expenses of the office of information management technology; appropriates funds for the Hawaii public library system for public access support services; electronic notice requirement effective 7/1/2013.  (SD2)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
