RELATING TO TORTS. Relieves good Samaritans from liability who perceive a medical emergency when performing CPR, defines CPR as chest compressions, with or without ventilation, and, among other things, requires CPR training programs to include instructions on calling 911. RELATING TO VOLUNTEER MEDICAL ASSISTANCE SERVICES. Adds pharmacists as a volunteer health professional to be provided immunity from liability.

RELATING TO PENALTIES. Establishes a penalty for persons who violate the bumper height requirements of Section 291-35.1, Hawaii Revised Statutes.

RELATING TO TRAFFIC VIOLATION RECORDS. Beginning on December 1, 2012, requires the removal of certain certified traffic abstracts records of all alleged moving violations for which the disposition of the case was "dismissed with prejudice" or "not guilty", or that occurred more than ten years prior to the date of the request for the abstract, with exceptions.

RELATING TO SKATEBOARDS. Requires any person under the age of sixteen to wear a helmet while operating a skateboard. Establishes a fine.

RELATING TO COMMERCIAL DRIVER'S LICENSE. Prohibits driving a commercial motor vehicle without a commercial driver's license in the driver's possession; and prohibits the use of mobile electronic devices, in addition to texting, while operating a commercial motor vehicle. (HB2609 HD1)

RELATING TO THE DEFINITION OF AGGRAVATED CIRCUMSTANCES IN THE CHILD PROTECTIVE ACT. Ensures that the definition of aggravated circumstances in chapter 587A, Hawaii Revised Statutes, is consistent with the federal Child Abuse Prevention and Treatment Act. (HB2533 HD1)

RELATING TO ALLOWING DOGS IN RESTAURANTS. Authorizes restaurant owners and managers, at their discretion to permit dogs inside a restaurant, subject to certain conditions. (HB2749 HD1)

RELATING TO WATER SERVICE CONSUMPTION DATA. Clarifies that a water service holder’s mailing address, amounts paid by or owed to the service holder for water or sewer services, and an individual’s service location shall not be made available for public inspection or duplication.

RELATING TO FIRE PROTECTION. Bans the ignition, possession, selling, and use of aerial luminaries.

RELATING TO RESISTING ARREST. Makes resisting arrest in the first degree a felony for attempting to deprive a law enforcement officer of their firearm. Renames the offense of resisting arrest to resisting arrest in the second degree. (HB2313 HD1)

The following measure was previously heard on February 16, 2012. No public testimony will be accepted.
RELATING TO THE PENAL CODE. Establishes mandatory minimum sentencing for negligent homicide or negligent injury involving the operation of a motor vehicle when a vulnerable highway user is involved. Amends penalties for negligent homicide in the second degree, negligent homicide in the third degree, and negligent injury in the second degree when the incident involves a vulnerable highway user. Adds definitions.
