RELATING TO TRANSPORTATION.

Amends the definition of "bicycle" to include a bicycle powered by an electric motor.  Establishes maximum power and speed parameters for an electric bicycle.  Specifies type of bicycles to be allowed to be transported on public buses.  (HB101 HD1)

RELATING TO THE SUNSHINE LAW.

Allows board members to attend public gatherings, community events, professional-association conferences, and professional-development seminars. Allows notice of board meetings to be filed at least four calendar days before the meeting and notice of board meetings by e-mail.

RELATING TO HEALTHCARE.

Requires hospitals and providers to provide survivors of sexual assault with medically and factually accurate and unbiased information regarding emergency contraception, as well as access to emergency contraception.  Requires providers to provide certain additional services.  Effective July 1, 2050.  (HB127 HD1)

RELATING TO ELECTIONS.

Due to the recent drawing of district lines for federal, state, and county offices, there are small populations of voters who reside in areas that would require the creation of a ballot containing the contests, question, and issues specific to those areas, and the establishment of polling places for those voters.  Given the small amount of voters involved and the resources required to establish and operate a polling place, this bill permits the mailing of absentee ballots to all registered voters in these areas, in lieu of the operation of polling places.

RELATING TO VOTER REGISTRATION.

Updates voter registration laws, including authorizing the acceptance of electronic applications to register to vote and the development of an online voter registration system that will cross-check the contents of the application with data associated with previously issued government identification.  Makes an appropriation.

RELATING TO VOTER REGISTRATION.

Changes the voter registration requirement to include only the last four digits of the person's social security number on application to register affidavit.

RELATING TO CAMPAIGN SPENDING.

Amends the campaign spending law to:  (1) define "matching payment period"; (2) change filing deadlines; (3) require the identification of the candidate supported or opposed by an independent expenditure; and (4) increase the amount of allowable expenditures by a publicly financed candidate for the office of the prosecuting attorney.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

EMAIL:  For comments less than 5 pages in length, transmit to JUDtestimony@capitol.hawaii.gov; or

WEB:      For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/submittestimony.aspx.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
