RELATING TO HOMICIDE. Requires drivers' license revocations upon convictions for negligent homicide in either the first or second degree. Sets maximum periods of license revocations for convictions of manslaughter and negligent homicide in the first or second degree. Makes imprisonment of up to two years a discretionary condition of probation for manslaughter convictions. Clarifies that probation is an available sentence for manslaughter.

RELATING TO TESTING FOR INTOXICANTS. Repeals section 291E-68, Hawaii Revised Statutes, regarding refusing to submit to a breath, blood, or urine test for those arrested for the use of intoxicants while operating a vehicle. Makes conforming amendments to section 291E-15, Hawaii Revised Statutes.

RELATING TO PUBLIC HOUSING. Conforms public housing eviction procedural requirements to federal law. Deletes requirement of establishing at least one eviction board in each county. Decreases the minimum member requirement of the eviction board. (SD1)

RELATING TO TORTS. Specifies that the exemption from liability for civil damages resulting from a person's acts or omissions in rendering emergency care also applies to the person's acts or omissions in administering cardiopulmonary resuscitation, under certain conditions. (SD1)

RELATING TO FORECLOSURES. Implements the 2011 recommendations of the mortgage foreclosure task force, and other best practices, to address various issues relating to the mortgage foreclosures law and related issues affecting homeowner association liens and the collection of unpaid assessments. Repeals the nonjudicial foreclosure process under part I of chapter 667, HRS. Makes permanent the mortgage foreclosure dispute resolution program and the process for converting nonjudicial foreclosures of residential property into judicial foreclosures. Repeals the provision excluding participants of the dispute resolution program from converting nonjudicial foreclosure proceedings to judicial actions. Effective 6/30/20. (SD1)

RELATING TO MORTGAGES. Requires a court to find the fair market value of the real property or interest in real property prior to issuing a money judgment following a power of sale foreclosure. Prohibits deficiency judgments on certain purchase money mortgages, when a mortgagee has elected to foreclose under power of sale, and for certain residential property sold in a short sale. (SD1)
