RELATING TO COUNTY ETHICS COMMISSIONS. Provides standards for the selection of county ethics commission members to ensure their impartiality and independence. (SD1)

RELATING TO UNIFORM COMMERCIAL CODE ARTICLE 9. Implements the amendments to Article 9 of the Uniform Commercial Code, relating to secured transactions, set forth by the Uniform Law Commission. Effective July 1, 2013. (HB2162 HD1)

RELATING TO VACANCIES. Amends the deadline to file nomination papers associated with filling a vacancy in the membership of the board of trustees of OHA, to ensure compliance with provisions of the National Defense Authorization Act for Fiscal Year 2010, P.L. 111-84, mandating the mailing of absentee ballots to uniformed and overseas voters no later than forty-five days prior to an election.

RELATING TO COMPUTER CRIME. Adds new definitions to computer crime. Creates a third degree of computer fraud, and incorporates the element of phishing and spyware into all computer fraud offenses and unauthorized computer access offenses. Effective January 7, 2059. (HB1788 HD1)

RELATING TO THE DEFINITION OF AGGRAVATED CIRCUMSTANCES IN THE CHILD PROTECTIVE ACT. Amends the definition of "aggravated circumstances" in chapter 587A, Hawaii Revised Statutes, to make it consistent with the federal Child Abuse Prevention and Treatment Act and the state plan under Title IV-E of the Social Security Act. RELATING TO ASSAULTS AGAINST MEDICAL SERVICES PROVIDERS. Expands the offense of assault in the second degree to include harm to certain medical services providers engaged in the performance of duty. (SD1)

RELATING TO VOLUNTEER MEDICAL ASSISTANCE SERVICES. Adds pharmacists to the list of volunteer medical assistance and volunteer emergency medical disaster response personnel to be provided immunity from liability. (SD1)

RELATING TO CYBERBULLYING. Amends the offense of use of a computer in the commission of a separate crime to also include knowingly using a computer to pursue, survey, contact, harass, annoy, or alarm a victim or intended victim of certain offenses. Effective January 7, 2059. (SD1)

RELATING TO HEALTH CARE INFORMATION. Clarifies that persons and entities governed by the Health Insurance Portability and Accountability Act (HIPAA), who use or disclose individually identifiable health information in a manner that is consistent with HIPAA regulations, shall be deemed to be in compliance with Hawaii's privacy laws and rules. Effective January 1, 2050. (SD1)

RELATING TO HEALTH. Addresses the circumstances under which pelvic examinations may be performed by certain health care providers and medical students on anesthetized or unconscious female patients. (SD1)

RELATING TO ADULT ABUSE PERPETRATOR CHECKS FOR CHILD CARE PROVIDERS. Allows the Department of Human Services to conduct adult abuse perpetrator checks on providers, license-exempt pursuant to section 346-152, Hawaii Revised Statutes, that care for children receiving child care subsidies from the department, applicants who want to operate a child care facility, prospective employees of the applicant, licensed child care providers, and new employees of the registered or licensed provider. RELATING TO CRIMINAL HISTORY RECORD CHECKS FOR COUNTY EMPLOYEES. Allows counties to conduct criminal history checks on prospective liquor commission employees, prospective employees working with vulnerable adults or seniors, employees for fire department and emergency medical services positions, and emergency management employees with certain additional requirements. (SD1)
