RELATING TO NOTIFICATION OF CHAPTER 91 HEARINGS.

Authorizes DLIR to provide notice of hearings pursuant to chapter 91, Hawaii Revised Statutes, by written notice of hearing by first class mail, rather than registered or certified mail with return receipt.  Authorizes DLIR to provide notice of hearing by publication if a party's address cannot be ascertained.  Effective 1/7/2059.  (HD1)

RELATING TO EMPLOYMENT SECURITY LAW.

Amends the procedure for rate determination to clarify that the department's determination must be appealed to the referee and not directly to circuit court.  Effective July 1, 2012.  (HB2576 HD2)

RELATING TO LABOR.

Directs the Department of Labor and Industrial Relations to establish a state-funded training program to expand the workforce investment activities administered by the DLIR under the federal Workforce Investment Act.  Allows Employment and Training Fund moneys to be used for a period of one year for costs to administer, manage, report, and oversee Title I programs funded under the federal Workforce Investment Act of 1998 for which insufficient federal funds were allocated.  Makes an appropriation.  Provides for the adoption of rules.  Effective July 1, 2030.  (HB2655 HD2)

RELATING TO PUBLIC WORKS.

Establishes the Wage and Hour for Public Works Projects Special Fund and establishes and funds additional labor law enforcement specialist IV positions to assist the enforcement of Hawaii's wage and hour law on public construction projects.  Specifies a funding mechanism for the special fund and requires an annual report.  Exempts the Department of Transportation's Airports Division from the special fund fee.  Effective July 1, 2030.  (HB2766 HD2)

RELATING TO DEBT COLLECTION.

Authorizes the Attorney General to collect accounts delinquent for more than ninety days for the departments, except the Department of Taxation and University of Hawaii, and retain an unspecified per cent of moneys recovered for deposit into a newly-established fund.  Allows the Judiciary, Department of Taxation, and the University of Hawaii to contract a collection agency to collect on delinquent accounts.  Effective July 1, 2030.  (HB2361 HD2)

RELATING TO NOTICE OF WORKERS' COMPENSATION INSURANCE.

Allows the Director of Labor and Industrial Relations to accept the notice of employer's workers' compensation insurance from approved third party agencies in a manner and form approved by the Director.  Effective July 1, 2112.  (HB2584 HD1)
