DECISION MAKING ON THE FOLLOWING MEASURE(S):

SB2923 SD1 (SSCR2386) Status and Testimony	RELATING TO OPIHI HARVESTING AND POSSESSION RESTRICTIONS. Establishes a ban on taking or harvesting opihi statewide, subject to open and closed sessions and traditional gathering rights and practices.  Prohibits the taking or harvesting of opihi for non-commercial purposes in an amount greater than one quart with shells attached or one half pint without shells per day.  Requires the department of land and natural resources to submit an annual report regarding effectiveness and enforcement.  Establishes until 06/30/17 a moratorium on the harvesting of opihi on Oahu.  (SD1)	WLH/HWN, JDL
SB2793 SD1 (SSCR2161) Status and Testimony	RELATING TO THE HAWAIIAN HOMES COMMISSION ACT. Allows the chairman, with unanimous consent of the commission, to suspend administrative rules for the purpose of awarding a lease to a native Hawaiian who has been on the waitlist for at least twenty years.  Repeals 6/30/2017.  (SD1)	HWN, JDL
SB2202 SD1 (SSCR2173) Status and Testimony	RELATING TO EMPLOYMENT PRACTICES. Directs the legislative reference bureau to conduct a study and gather information and data on whether employers and employment agencies are engaging in employment practices that exclude the unemployed from qualified applicant pools considered for employment in Hawaii.  Requires a report to the legislature, including examples of any notices or advertisements that exclude the unemployed from consideration.  (SD1)	CPN, JDL
SB2429 SD1 (SSCR2374) Status and Testimony	RELATING TO FORECLOSURES. Implements the 2011 recommendations of the mortgage foreclosure task force, and other best practices, to address various issues relating to the mortgage foreclosures law and related issues affecting homeowner association liens and the collection of unpaid assessments.  Repeals the nonjudicial foreclosure process under part I of chapter 667, HRS.  Makes permanent the mortgage foreclosure dispute resolution program and the process for converting nonjudicial foreclosures of residential property into judicial foreclosures.  Repeals the provision excluding participants of the dispute resolution program from converting nonjudicial foreclosure proceedings to judicial actions.
