Provides that use, disclosure, or authorization for release of individually identifiable health information that complies with federal law shall be deemed to comply with state law. Provides that notice of breach of unsecured protected health information that complies with federal law shall be deemed to comply with state law.

RELATING TO EMPLOYMENT EXEMPTION FOR DOMESTIC SERVICES AUTHORIZED BY THE DEPARTMENT OF HUMAN SERVICES. Amends the definition of "employment" in the workers' compensation, temporary disability insurance, and prepaid health care statutes by clarifying the "domestic services" exclusion for services authorized by the Department of Human Services.

RELATING TO VACANCIES. Amends the deadline to file nomination papers associated with filling a vacancy in the membership of the board of trustees of OHA, to ensure compliance with provisions of the National Defense Authorization Act for Fiscal Year 2010, P.L. 111-84, mandating the mailing of absentee ballots to uniformed and overseas voters no later than forty-five days prior to an election.

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT. Allows the chairman, with unanimous consent of the commission, to suspend administrative rules for the purpose of awarding a lease to a native Hawaiian who has been on the waitlist for at least twenty years. Repeals 6/30/2017. (SD1)

RELATING TO PROCUREMENT. Amends administrative review proceedings under Hawaii public procurement code. (SD1)

RELATING TO FIREARMS. Restricts hunting to places of formal hunting, defined as private or public land where the landowner has granted written permission to an individual to use the land for hunting or target shooting. Makes it a misdemeanor to violate provisions relating to places of formal hunting. Makes amendments to the wildlife law to accommodate hunting in a place of formal hunting to require written permission by the landowners, in addition to a hunting license. Amends the crime of criminal trespass in the first degree to add the element of entering or remaining unlawfully on private property at night while in the possession of a firearm. (SD1)

RELATING TO EMPLOYMENT PRACTICES. Directs the legislative reference bureau to conduct a study and gather information and data on whether employers and employment agencies are engaging in employment practices that exclude the unemployed from qualified applicant pools considered for employment in Hawaii. Requires a report to the legislature, including examples of any notices or advertisements that exclude the unemployed from consideration. (SD1)

RELATING TO FORECLOSURES. Implements the 2011 recommendations of the mortgage foreclosure task force, and other best practices, to address various issues relating to the mortgage foreclosures law and related issues affecting homeowner association liens and the collection of unpaid assessments. Repeals the nonjudicial foreclosure process under part I of chapter 667, HRS. Makes permanent the mortgage foreclosure dispute resolution program and the process for converting nonjudicial foreclosures of residential property into judicial foreclosures. Repeals the provision excluding participants of the dispute resolution program from converting nonjudicial foreclosure proceedings to judicial actions. (SD1)
