RELATING TO CHILD ABUSE. Provides greater protection for children by amending the offense of promoting child abuse in the second degree to include possession of thirty or more images of child pornography and the content of at least one image contains a minor younger than the age of twelve, sadomasochistic abuse of a minor, or bestiality involving a minor.

RELATING TO SEXUAL IMAGES PRODUCED BY MINORS. Prohibits adults from soliciting minors to electronically transmit nude images of minors; prohibits minors from electronically transmitting nude images of themselves or other minors, or soliciting other minors to do so; prohibits persons from possessing a nude image transmitted by a minor, but makes it an affirmative defense that the recipient made reasonable efforts to destroy the transmitted nude image. RELATING TO SENTENCING. Establishes mandatory minimum prison terms for certain offenses committed against persons 60 years of age or older. Effective 7/1/2050. (SD1)

RELATING TO THE HAWAII RULES OF EVIDENCE. Provides that if evidence of an alleged victim's trait of character for aggressiveness is offered by an accused and admitted under rule 404(a)(2), then evidence of the same trait of character of the accused offered by the prosecution may be admissible.

RELATING TO POST CONVICTION PROCEEDINGS. Establishes time limits for filing habeas corpus complaints and limits successive complaints.

RELATING TO ELECTIONS. Due to the recent drawing of district lines for federal, state, and county offices, there are small populations of voters who reside in areas that would require the creation of a ballot containing the contests, question, and issues specific to those areas, and the establishment of polling places for those voters. Given the small amount of voters involved and the resources required to establish and operate a polling place, this bill permits the mailing of absentee ballots to all registered voters in these areas, in lieu of the operation of polling places.

RELATING TO CAMPAIGN SPENDING COMMISSION LAW. Changes certain deadlines for campaign spending preliminary and supplemental reports.

RELATING TO CRIMINAL HISTORY RECORD CHECKS FOR COUNTY EMPLOYEES. Allows counties to conduct criminal history checks on employees and prospective employees supporting the liquor commission, working with vulnerable adults or seniors, and working in the field of emergency services and emergency management. PROPOSING A CONSTITUTIONAL AMENDMENT TO ARTICLE X, SECTION 6, OF THE HAWAII STATE CONSTITUTION TO MODIFY THE APPOINTMENT PROCESS FOR THE BOARD OF REGENTS OF THE UNIVERSITY OF HAWAII. Amends article X, section 6, of the Hawaii State Constitution to modify the appointment process for the board of regents of the University of Hawaii; repeals reference to the candidate advisory council for the board of regents of the University of Hawaii. (SD1)
