RELATING TO CHALLENGE COURSE TECHNOLOGY.
Establishes standards and regulations for operators of ziplines and canopy
tours. Requires operators to obtain annual inspections and permits from the
Department of Labor and Industrial Relations.

RELATING TO PROFESSIONAL EMPLOYER ORGANIZATIONS.
Adds powers and duties to the director of labor and industrial relations
regarding the registration and regulation of professional employer
organizations. Authorizes various penalties for noncompliance with chapter
373L, HRS. Establishes the professional employer special fund to manage the
registration of professional employer organizations. Amends certain
definitions in chapter 373L, HRS, to make them consistent with definitions in
chapter 373K, HRS.

RELATING TO FEE TIME SHARE INTERESTS.
Permits all fee time share interests to be recorded in the regular system
rather than the land court. Removes requirement that land court update
certificates of title for individual fee time share interests as a condition
to deregistration. Allows bureau of conveyances to charge a fee for each
recording in the bureau of conveyances and in the office of the assistant
registrar of the land court for services rendered by the bureau of
conveyances for two years.
