RELATING TO VEHICLES. Defines "vehicle" in HRS chapter 707. Amends negligent injury offenses to include bodily injury to another person caused by the operation of a moped or vessel in a negligent manner.

RELATING TO TEMPORARY RESTRAINING ORDERS. Allows temporary restraining orders against harassment and domestic abuse to be issued upon the submission of oral sworn testimony or complaint to a judge by electronic measures.

RELATING TO LIMITATION OF ACTIONS. Extends the statute of limitations for civil actions brought by persons subjected to sexual offenses as a minor against the person who committed the act. Revives for a two-year period certain actions for which the statute of limitations had previously lapsed. Authorizes a court to award attorney's fees to a defendant when a accusation of sexual abuse was made with no basis in fact and with malicious intent.

RELATING TO FAMILY COURT. Allows impoverished family court plaintiffs and petitioners to serve notice by posting pleadings at the courthouse in lieu of notice by publication, subject to order of the court, demonstration of a diligent search, and mailing of the pleadings to the defendant's or respondent's closest known relative.

MAKING EMERGENCY APPROPRIATIONS FOR CLAIMS AGAINST THE STATE, ITS OFFICERS, OR ITS EMPLOYEES. Makes emergency appropriations for claims against the State, its officers, and its employees that were submitted during the regular session of 2011 but were not funded.

RELATING TO THE DEPARTMENT OF THE ATTORNEY GENERAL. Amend sections 28-16 and 661-22, Hawaii Revised Statutes, to enable the Attorney General to retain and deposit fifteen percent of any recovery from any civil action or settlement of a civil claim initiated or prosecuted by the Attorney General to be used for staffing, expenses, equipment, and training.

RELATING TO FALSE CLAIMS TO THE STATE. Brings the State's false claims law into compliance with the Federal False Claims Act in order to meet federal requirements that state laws provide the same or greater protections as those established under section 1909 of the Social Security Act. By meeting the federal requirements, the State will be able to continue to retain an additional ten percent of civil recoveries in cases brought under the false claims law that involve federal programs.
