PROPOSING AN AMENDMENT TO ARTICLE VI, SECTION 3, OF THE HAWAII STATE CONSTITUTION TO LOWER THE NUMBER OF NOMINEES PRESENTED BY THE JUDICIAL SELECTION COMMISSION TO FILL STATE COURT JUDICIAL VACANCIES. Proposes a constitutional amendment to lower the number of nominees presented by the judicial selection commission to fill state court judicial vacancies.

PROPOSING AN AMENDMENT TO ARTICLE VI, SECTION 3, OF THE HAWAII STATE CONSTITUTION TO INCREASE THE MANDATORY RETIREMENT AGE FOR STATE JUSTICES AND JUDGES. Proposes a constitutional amendment to increase the mandatory retirement age for justices and judges from 70 to 80 years of age.

PROPOSING AN AMENDMENT TO ARTICLE VI, SECTION 4, OF THE HAWAII STATE CONSTITUTION TO REQUIRE THE JUDICIAL SELECTION COMMISSION TO DISCLOSE THE NAMES OF AND CERTAIN INFORMATION REGARDING ACTIVE NOMINEES AND APPLICANTS TO FILL JUSTICE AND JUDGE VACANCIES. Requires the judicial selection commission to disclose the names of and other statistical information regarding active nominees and applicants to fill justice and judge vacancies.

RELATING TO TRANSFER OF PROPERTY. Specifies that property held in tenancy by the entirety shall continue to be treated as such after transfer to a specified trust except where specifically provided otherwise by the trust instrument; limits the remedy available to creditors against transferred property.

RELATING TO THE UNIFORM PROBATE CODE. Adds a definition to the Uniform Probate Code to specify that the term "spouse" shall include parties to a civil union in accordance with chapter 572B, Hawaii Revised Statutes.

PROPOSING AN AMENDMENT TO THE CONSTITUTION OF THE STATE OF HAWAII RELATING TO RESIDENCY REQUIREMENTS FOR MEMBERS OF THE LEGISLATURE. Amends the state constitution to require candidates for the State senate or house of representatives to be a resident of the State for not less than five years and a resident of the legislative district from which the person is a candidate for not less than twelve consecutive months prior to the general election.

RELATING TO THE STATE CODE OF ETHICS. Exempts members of groups convened solely to provide comments, share technical knowledge or expertise, or assist in formulating recommendations to, with or for the legislature, governor, or other state departments, agencies, or boards, from the state code of ethics.
