PROPOSING AN AMENDMENT TO THE CONSTITUTION OF THE STATE OF HAWAII RELATING TO THE STATE EDUCATIONAL FACILITIES IMPROVEMENT SPECIAL FUND. Proposes an amendment to the Hawaii state constitution that would repeal the state educational facilities improvement special fund's exemption from the requirement the appropriated moneys be lapsed after 3 years.

RELATING TO ELECTIONS. Makes an emergency appropriation of $1,725,000 for fiscal year 2011-2012 to fund the voting system contract for conducting of the 2012 elections and ensure compliance with federal law. (HB2437 HD1)

MAKING EMERGENCY APPROPRIATIONS FOR CLAIMS AGAINST THE STATE, ITS OFFICERS, OR ITS EMPLOYEES. Makes emergency appropriations for claims against the State or its officers or employees that were submitted during the Regular Session of 2011 but for which funds were not appropriated. (HB2438 HD2)

RELATING TO EMPLOYMENT SECURITY. Sets the maximum weekly benefit amount at seventy-five per cent of the average weekly wage from April 1, 2012 to December 31, 2012. Sets, for calendar year 2012, the employer contribution rate at schedule F. Authorizes the Department of Labor and Industrial Relations director to accept loans from the State Director of Finance or from the federal government under Title XII of the Social Security Act. Authorizes the Department of Labor and Industrial Relations director to increase the employment and training assessment in increments of .01 per cent retroactive to January 1, 2012, for payment of interest on federal loans for unemployment insurance benefits. Requires the Act to apply retroactively to January 1, 2012. (HB2096 HB1)

RELATING TO SALARIES. Clarifies Act 57, Session Laws of Hawaii 2011, with regard to salary rates for executive, judicial, and legislative officials, to give effect to the recommendations of the commission on salaries.
