RELATING TO THE FEDERAL EARNED INCOME TAX CREDIT.

Requires the department of taxation to coordinate an outreach initiative to increase awareness and use of the federal earned income tax credit.  Makes an appropriation.  Effective 7/1/2050.  (SD1)

RELATING TO FOSTER YOUTH.

Requires the department of human services to offer and provide former foster youth enrollment in an appropriate medical assistance program and continue to provide assistance to the former foster youth until they reach age twenty-six.  (SD1)

RELATING TO CHILDREN AND YOUTH.

Requires public events celebrating Children and Youth Day to be held on the first Sunday in October and public events, such as the Children and Youth Summit, to be held in the month of October, if the Children and Youth Day planning committee so chooses, unless otherwise determined by the governor.  (SD2)

RELATING TO CHILD SUPPORT ENFORCEMENT.

Includes the date that services for remuneration were first performed as information to be provided to the child support enforcement agency through the new hire reporting process.  Requires employers to provide the appropriate health care provider a notice of medical support within a certain time frame.  Effective 07/01/50.  (SD1)

RELATING TO DEATH BENEFITS.

Makes permanent the decreased funeral benefit for medical and financial assistance recipients, establishes that DHS may bear the cost for crematory and mortuary services for unclaimed dead human bodies and that DHS may approve a determination that a dead human body is unclaimed.  (SD1)

Status

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HUMAN SERVICES FOR HEALTH CARE PAYMENTS.

Makes an emergency appropriation from the general revenues of the State of Hawaii for fiscal year 2011-2012 to address the budget shortfall in for the health care payments program (HMS 401) in the Department of Human Services.  Effective upon approval.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

 

Submit testimony in ONE of the following ways:

FAX:       For comments less than 5 pages in length, transmit to 586-6051 (for Oahu) or 1-800-535-3859 (for Neighbor Islanders without a computer to submit testimony through e-mail or the Web);

EMAIL:  For comments less than 5 pages in length, transmit to HUStestimony@Capitol.hawaii.gov ; or

WEB:      For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/submittestimony.aspx.

 

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.

 

If you require special assistance or auxiliary aids and/or services to participate in the House public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the Committee Clerk at 586-6050 or email your request for an interpreter to HouseInterpreter@Capitol.hawaii.gov at least 24 hours prior to the hearing for arrangements.  Prompt requests submitted help to ensure the availability of qualified individuals and appropriate accommodations.
