RELATING TO HUMAN SERVICES. Requires the department of human services to allow persons to conduct child and vulnerable adult abuse perpetrator checks on the department's website as part of background checks for employment, volunteer, licensure, or certification purposes. (HB770 HD1)

RELATING TO HUMAN SERVICES. Creates and implements a silver alert program to alert the public of any missing senior citizen with an impaired mental condition, to be operated concurrently with the Maile Amber Alert program. Effective July 1, 2012. (HB771 HD1)

RELATING TO FAMILY COURT. Allows impoverished family court plaintiffs and petitioners to serve notice by posting pleadings at the courthouse in lieu of notice by publication, subject to order of the court, demonstration of a diligent search, and mailing of the pleadings to the defendant's or respondent's closest known relative.

RELATING TO MEDICAID. Requires the Department of Human Services to accept applications for any medicaid program in written form and applications submitted as an electronic record through an integrated electronic system developed and maintained by the Department of Human Services no later than January 1, 2014. Requires the Department of Human Services to convert any written document submitted after December 31, 2013, relating to the medicaid application to electronic records and incorporate the electronic records into the integrated electronic system.

RELATING TO ACCUSED TO TRANSPORT WITNESS OR WITNESSES. Adds a new section to chapter 571, HRS, to allow family courts to require the accused to transport a witness or witnesses, including a complaining witness or witnesses, to any court proceeding under certain conditions.

RELATING TO ORDERS FOR PROTECTION. Enhances penalties for a person who has a prior conviction for certain crimes and is subsequently convicted of violating an order of protection.

RELATING TO THE GENERAL EXCISE TAX. Requires that an unspecified amount of general excise tax remittances be deposited into the general fund and used to fund Medicaid programs. Effective July 1, 2012.

RELATING TO THE FEDERAL EARNED INCOME TAX CREDIT. Requires the department of taxation to coordinate an outreach initiative to increase awareness and use of the federal earned income tax credit. Makes an appropriation.

RELATING TO CHILD SUPPORT ENFORCEMENT. Includes the date that services for remuneration were first performed as information to be provided to the Child Support Enforcement Agency through the new hire reporting process.

RELATING TO THE DEFINITION OF AGGRAVATED CIRCUMSTANCES IN THE CHILD PROTECTIVE ACT. Ensures that the definition of "aggravated circumstances" in chapter 587A, Hawaii Revised Statutes, is consistent with recent changes to the federal Child Abuse Prevention and Treatment Act provisions.

RELATING TO DISCLOSURE OF RECORDS CONCERNING APPLICANTS AND RECIPIENTS OF HUMAN SERVICES AFTER AN IN CAMERA REVIEW BY THE COURT. Allows the Department of Human Services to disclose confidential records pursuant to a court order, after an in camera review of the records by the court, upon a showing of good cause by the party seeking the release of the records.

RELATING TO FEES FOR CHILD CARE LICENSING AND REGISTRATION. Allows the Department of Human Services to charge reasonable fees to obtain a child care license or certificate of registration and establishes a special fund.

RELATING TO CONTRACT PROPOSALS FOR CHILD CARE. Allows an exception to allow for proposals to be received from organizations that are not yet licensed to operate a child care program at a facility specified in the request for proposals.

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HUMAN SERVICES FOR HEALTH CARE PAYMENTS. Makes an emergency appropriation from the general revenues of the State of Hawaii for fiscal year 2011-2012 to address the budget shortfall in for the health care payments program (HMS 401) in the Department of Human Services. Effective upon approval.

RELATING TO TEMPORARY ASSISTANCE FOR NEEDY FAMILIES. Establishes the temporary TANF benefits and coverage task force to look into the problems faced by the State in administering the TANF benefits program, see how other states cover the costs of providing TANF benefits, and develop a working plan of services that TANF recipients may be required to perform for benefits.

RELATING TO ELECTRONIC BENEFITS TRANSFER CARDS. Requires federal waiver to be sought and cost study to be conducted regarding the inclusion of the cardholder's photo on electronic benefits transfer cards. Requires the cardholder whose electronic benefits card lacks a photo to present a photo identification for certain transactions. Effective July 1, 2012.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
