RELATING TO HUMAN SERVICES. Appropriates funds to the department of human services to match federal funds allocated to the State for medicaid benefits dedicated to adult vision services.

RELATING TO THE SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM. Appropriates funds to the department of human services to respond to the United States Department of Agriculture's mandate to amend supplemental nutrition assistance program eligibility requirements.

RELATING TO MEDICAID. Requires certain medicaid recipients to pay a copayment for prescription drugs covered under the recipients' medicaid benefits in accordance with a system developed by the Department of Human Services. Requires the Department of Human Services to seek the approval of the Centers for Medicare and Medicaid Services prior to the establishment and implementation of such a system.

RELATING TO CHILD ABUSE. To provide greater protection to our children, this bill amends the offense of promoting child abuse in the second degree to include the possession of particularly violent or egregious child pornography.

RELATING TO SEXUAL IMAGES PRODUCED BY MINORS. Prohibits adults from soliciting minors to electronically transmit nude images of minors; prohibits minors from electronically transmitting nude images of themselves or other minors, or soliciting other minors to do so; prohibits persons from possessing a nude image transmitted by a minor; and makes it an affirmative defense that the recipient made reasonable efforts to destroy the transmitted nude image.

RELATING TO DEATH BENEFITS. Makes permanent the decreased funeral benefit for medical and financial assistance recipients, establishes that the Department of Human Services may bear the cost for crematory and mortuary services for unclaimed dead human bodies and that the Department of Human Services may approve a determination that a dead human body is unclaimed.

RELATING TO HUMAN SERVICES. Appropriates funds for DHS to restore staff positions on Maui, Lanai, and Molokai that were eliminated during the 2010-2011 fiscal year. Effective 7/1/12.
