A G E N D A
The purpose of this Informational Briefing is to discuss human and sex trafficking and its impact in Hawaii, as well as measures against this travesty and violation of human rights that have passed in the House and Senate and are set for further deliberation in Conference Committee. These measures include:
1. HB 1905 HD2 SD2 - Relating to Human Services
2. SB 2123 SD2 HD2 - Relating to Human Trafficking
3. SB 2576 SD1 HD2 - Relating to Prostitution
4. SB 2579 SD2 HD2 - Relating to Minors
The Informational Briefing will focus on the hardships endured by the victims of human sex trafficking. Furthermore, the briefing will also explore the following areas of human trafficking:
1. Child sex-trafficking
2. Sex Slavery Rehabilitating victims
3. Labor Trafficking
4. Barriers to combating human trafficking
5. Solutions and policy changes to better address human trafficking
6. Benefits of Mandatory Trafficking Hotline Posting for certain businesses
7. The dynamics of identifying and detaining child victims of sex trafficking in Waikiki
8. The effects of the coercive nature of sex trafficking preventing victims from speaking out
At the conclusion of the briefing, the chair of the Human Services Committee will summarize the suggested solutions ascertained from this briefing and review all measures to better address human and sex trafficking in Hawaii.
The following organizations and individuals have been invited to participate and provide suggestions on the bills that are set for conference.
· Department of Human Services, Child Protective Services & Adult Protective Services Branch
· The Honolulu Police Department
· The City Prosecutor's Office
· The Attorney General's Office
· Communications Pacific
· Pacific Alliance to Stop Slavery
· The Polaris Project
· Imua Alliance
· Other human sex trafficking survivors or organizations representing human sex trafficking victims.
ONLY TESTIMONY FROM THOSE ON THE TESTIFIERS LIST WILL BE ACCEPTED.
Persons on the testifiers list wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are director to;
· The date and time of the hearing or briefing;
· Measure number, if applicable; and
· The number of copies the Committee is requiring.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing /briefing or improperly identified, or directed to the incorrect office, may be distributed to the Committee after the hearing or briefing.

Testimony submitted will be placed on the Legislative Website after the hearing adjourns. This public posting of testimony should be considered when including personal information in your testimony.
