RELATING TO HEALTH.

Establishes presumptive medicaid eligibility for waitlisted patients.  Appropriates funds for reimbursements for services provided during the time that waitlisted patients are enrolled and later disenrolled due to determination of ineligibility.  Takes effect 07/01/2050.  Repeals 07/01/2017.  (SD2)

RELATING TO HEALTH.

Provides for fair medicaid reimbursements to acute care hospitals and long-term care facilities.  Makes an appropriation for the increased medicaid reimbursements.  Effective 7/1/2050.  (SD2)

Status

RELATING TO HEALTH.

Appropriates funds for the 2012-2013 fiscal year to increase the payments for physician services to medicaid-eligible persons, including fee-for-service, QUEST provider services, and QUEST expanded access program up to a certain per cent of the current medicare rate.  Requires DHS to report to the legislature baseline medicaid and additional funds needed for fiscal years 2013-2014 and 2014‑2015.  Requires DHS to seek an appropriation in an amount equal to at least the amount appropriated in 2012-2013 for additional payments for physician services during the 2013-2015 fiscal biennium.  Effective 7/1/2050.  (SD1)

RELATING TO MEDICAID.

Establishes the Health Insurance Waste, Fraud, and Abuse Task force to detect fraud and abuse before payments of illegitimate claims are made under the medicaid programs, including medicaid managed care and children's health insurance.  Requires task force to report to 2013 legislature.  (SD2)

RELATING TO INFORMATION ACCESS.

Appropriates funds for the vocational rehabilitation and services for the blind division of the department of human services to contract for a telephone-based service to provide access to timely print media.  (SD1)

RELATING TO THE AGING AND DISABILITY RESOURCE CENTERS.

Establishes and appropriates funds for aging and disability resource centers in each county to streamline access to long-term supports and services for older adults, persons with disabilities, and family caregivers.  (SD2)

Status

RELATING TO PSYCHOTROPIC MEDICATIONS IN MEDICAID.

Makes permanent previous changes to the psychotropic medication statute that ensure access to medically necessary psychotropic medications while allowing cost-effective strategies.  Effective 1/1/50.  (SD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
