RELATING TO HEALTH CARE COORDINATION. Establishes a public-private partnership in a county with a population between 100,000 and 170,000; partnership to develop an integrated system to deliver health care across the spectrum of care; partnership to work at addressing the current crisis in acute care.

RELATING TO ANATOMICAL TRANSPLANTS. Prohibits a health care facility or health care provider from discriminating against a person who has human immunodeficiency virus (HIV), acquired immune deficiency syndrome (AIDS), or AIDS related complex (ARC), and who is in need of an organ transplantation by refusing to perform the organ transplantation. Amends section 327-11, HRS, to specify that persons with HIV, AIDS, or ARC shall not be prohibited from receiving an anatomical gift.
