Classifies pseudoephedrine as a schedule V drug that may be dispensed only with a prescription.

RELATING TO HEALTH.

Reclassifies pseudoephedrine as a schedule V drug that may only be dispensed with a prescription; exempts cold products that contain other active ingredients, with certain conditions.

Establishes a tracking system for the sale of products containing pseudoephedrine base.

Requires all cellular telephones, including refurbished and remanufactured cellular telephones, sold or leased by a retailer in the State to bear a label that warns consumers of the potential dangers of electromagnetic radiation emitted by cellular phones.

Adds definition for "aspartame".  Requires a caution statement to be placed on a product label for all food products containing aspartame that are offered for sale or distribution in the State.

Establishes a tax on sugar-sweetened beverages, syrup, and powder with the revenues generated to be deposited into the community health centers special fund and the trauma system special fund.

RELATING TO TOBACCO PRODUCTS.

Imposes an excise tax on tobacco products, other than large cigars, that is equal to the greater of 70 percent of the wholesale price of, or $3.20 for, each article or item of tobacco products.  Takes effect 10/1/2012.

Prohibits smoking within a presumptively reasonable minimum distance of twenty feet from all public bus stops.
